Professional Services Agreement – Full Terms Reference
 
SECTION 1: COMPREHENSIVE EXCLUSIONS
1.1 GOVERNMENT & AUTHORITY FEES
• All BCA submission and approval fees
• URA planning application processing fees
• SCDF fire safety submission fees
• NEA environmental clearance fees
• PUB drainage and sewerage charges
• LTA traffic impact assessment fees
• SLA land survey fees
• Any other statutory charges
1.2 THIRD-PARTY CONSULTANTS
• Structural Engineer (PE Civil/Structural)
• Mechanical & Electrical Engineer (PE M&E)
• Quantity Surveyor
• Fire Safety Consultant
• Geotechnical Engineer
• Environmental Consultant
• Traffic Consultant
• Acoustic Consultant
• Facade Consultant
• Interior Designer
• Landscape Architect
1.3 ADDITIONAL SERVICES & COSTS
• Site investigation and soil testing
• Topographical and boundary surveys
• Utility mapping and diversion coordination
• Demolition and hacking permits
• Temporary occupation licenses
• Construction insurance and bonds
• Project management services
• Site supervision beyond QP duties
• As-built drawings preparation
• Testing and commissioning
• Defects liability period services
SECTION 2: DETAILED TERMS & CONDITIONS
2.1 PAYMENT TERMS
• Invoices issued upon milestone completion
• Payment due within 14 days of invoice date
• Late payment interest: 1.5% per month or part thereof
• All fees subject to prevailing GST
• Retention: None unless specifically agreed
• Currency: Singapore Dollars
2.2 SCOPE VARIATIONS
• Additional work requires written approval
• Variation rates: SGD 250/hour (Director), SGD 180/hour (Senior), SGD 120/hour (Junior)
• Minimum charge: 4 hours
• Abortive work: Chargeable if due to client changes
